Description of Umpiring RatingsAPPRENTICE RATING Apprentice umpires should be able to control a lower-level game calmly and firmly. They should be able to recognize most fouls: advancing, dangerous use of the stick, dangerous hits, and simple obstruction. They should be able to award free hits, side-ins, long hits, penalty corners, and defense hits in the correct manner. Whistle, arm signals, and voice should be clear and definite. They should position themselves in order to see the ball and fouls. For beginning umpires, the most important factor is control and to know the basic rules. The Apprentice Umpire shall receive a grade of at least 70% on the current USFHA written examination. LOCAL RATING Local umpires, in addition to having all the skills outlined under "Apprentice Rating," should be able to put the advantage rule into effect in obvious situations. Arm signals should be correct at all times, and positioning should be precise enough to let them see most fouls in the circle. They should be able to recognize most types of obstruction. They should have good whistle effectiveness and be secure in controlling a high school-level game so that it is safe and fair. They should assist their local boards in the training and judging of new umpires. The Local Umpire shall receive a grade of at least 80% on the current USFHA written examination. SECTIONAL RATING Sectional umpires allow the game to run smoothly and safely because of the ability to apply the advantage rule more consistently. They should be able to judge all forms of obstruction and should ably control circle play. Positioning should be flexible so that the ball is kept in sight at all times, and they should have excellent anticipation. They should possess the ability to control and adapt to any level of game and should be firm and calm. Signals should be sharp, quick, clear to all, and concise with a minimum of verbal communication. Consistency is all-important since smooth whistle-holding increases the enjoyment of the players. They should assist both their local and sectional boards in training and rating umpires in accordance with the board's respective requirements. The Sectional umpire shall receive a grade of at least 85% on the current USFHA written examination. |
